Electronic Submission System (PIP Portal)

Following the successful implementation of Phase 1 of the Official Receiver’s Office (ORO) Electronic Submission System (ESS) on 29 December 2023, we are pleased to announce the launch of Phase 2 on 14 July 2025.

This new phase aligns with the "Digital Government" initiative, expanding the scope of digital services available and significantly enhancing efficiency and convenience for all stakeholders, including members of the public, creditors, and private insolvency practitioners (PIPs).

The PIP Portal of ESS has been enhanced to provide PIPs with additional features to electronically submit different forms and related documents to ORO under the following Ordinances:-

Bankruptcy Ordinance (Chapter 6) and its subsidiary legislation,
Companies (Winding Up and Miscellaneous Provisions) Ordinance (Chapter 32) and its subsidiary legislation,
Companies Ordinance (Chapter 622) and its subsidiary legislation, and
Companies (Reports on Conduct of Directors) Regulation (Chapter 32J).

Compiling and submitting Form B1/B2/B3 of bankruptcy cases;
Compiling and submitting Form D1/D2 of liquidation cases;
Compiling and submitting accounts of bankruptcy cases and liquidation cases;
Compiling and submitting monthly returns of cases administered by private insolvency practitioners;
Compiling and submitting documents collected at preliminary examinations of bankrupts;
Notifying ORO of the intention to apply for release for bankruptcy cases and liquidation cases, and
Retrieving detailed ledgers and proof of debt indexes on a need basis.
