A:ESS is an information system developed and operated by the Official Receiver’s Office to receive submissions of documents and applications in electronic form from stakeholders including bankrupts, private insolvency practitioners and creditors.
A:Public Portal is the portal through which ESS receives submissions of documents and applications in electronic form from members of the public including bankrupts and creditors.
A:The online services currently available include:
  1. submitting Annual Statement of Earnings and Property Acquired; and
  2. applying for No-objection Letter on issuance of Certificate of Discharge by the High Court.
A:The services provided in the Public Portal of the ESS are available for those cases where the Official Receiver acts as the trustee.
A:Free of charge.
A:There is no need for you to register an account. You can simply log into the Public Portal of the ESS, and input your bankruptcy case name and case year as well as your personal information. A one-time password will then be generated and sent to your electronic device via SMS or email, depending on your choice at the login page.
A:The one-time password is sent to the mobile number or email address that you had made known to the Official Receiver’s Office. Thus, you should always keep the Official Receiver’s Office informed of your updated mobile number or email address. If you do not receive the one-time password, please contact your case officer for assistance.
A:The Official Receiver Office will send SMS message to you via the sender ID of OROESS containing the one-time password for you to login. The SMS messages will neither provide website links nor request you to provide personal information. You should always stay alert of phishing emails and online scams; never click suspicious links and do not disclose personal information to any unauthorized persons.
A:Public Portal of the ESS supports the “e-ME” form filling function of iAM Smart. If you have an iAM Smart account. You can use this function to automatically fill in your Hong Kong Identity Card number stored in the e-ME account in the login page.
A:Upon completing the steps below, your Hong Kong Identity Card Number will be automatically filled in the login page of the ESS:
  1. Click “Continue with “iAM Smart” in the login page.
  2. ESS will redirect you to a webpage that is hosted in iAM Smart System.
  3. Use iAM Smart Mobile App to scan the QR code on the webpage.
  4. ESS will invite you to authorize the form filling request in the iAM Smart Mobile App and pass the tokenized account identifier and form filling request to iAM Smart System.
  5. Use the “iAM Smart” mobile app and authorize “iAM Smart” System to pass user’s information to the ESS.
A:Your past submissions should have been downloaded to your electronic device in case the submissions are successful. Hence, your past submissions will not be stored into Public Portal of the ESS.
A:The Public Portal of the ESS operates 24 hours daily and 7 days a week all year round, except for scheduled maintenance and unexpected downtime and/or otherwise announced.
A:The Public Portal of the ESS can be accessed through a variety of common electronic devices, including personal computers and mobile devices. The system requirements are as follows:
