Specified Forms under the Bankruptcy Ordinance (Cap .6) and Specified Requirements under the Bankruptcy Ordinance (Cap. 6) and the Companies (Winding Up and Miscellaneous Provisions) Ordinance (Cap. 32)
On 29 December 2023, the Official Receiver exercised the power pursuant to section 122A of the Bankruptcy Ordinance (Cap. 6 of the Laws of Hong Kong) (“Bankruptcy Ordinance”) to specify certain forms for use with effect from 29 December 2023, for the purposes of the Bankruptcy Ordinance.
On 29 December 2023, the Official Receiver exercised the power pursuant to section 122B of the Bankruptcy Ordinance and section 2AC of the Companies (Winding Up and Miscellaneous Provisions) Ordinance (Cap. 32 of the Laws of Hong Kong) (“CWUMPO”) to specify requirements for certain documents to be sent to the Official Receiver for use with effect from 29 December 2023, for the purposes of the Bankruptcy Ordinance and CWUMPO respectively.

Bankruptcy and Companies Legislation (Miscellaneous Amendments) Ordinance 2023
The Bankruptcy and Companies Legislation (Miscellaneous Amendments) Ordinance 2023 (“the BCLMA Ordinance”) was enacted by the Legislative Council on 12 July 2023.

The BCLMA Ordinance contains 5 parts and serves to amend the Bankruptcy Ordinance (Cap. 6), the Companies (Winding Up and Miscellaneous Provisions) Ordinance (Cap. 32) and their subsidiary legislation to facilitate the submission of certain documents to the Official Receiver by electronic means, to change the publication requirements for various notices, to facilitate the sending of proxies by electronic means and to make other miscellaneous and related amendments.
Parts 1, 4 and 5 of the BCLMA Ordinance come into operation on the day on which it is published in the Gazette, which is scheduled to be on 21 July 2023. Parts 2 and 3 come into operation on a day to be appointed by the Secretary for Financial Services and the Treasury by notice published in the Gazette.

2023 Consumption Voucher Scheme
The Government has announced the implementation of the 2023 Consumption Voucher Scheme under which eligible people will receive consumption vouchers with a total value of $5,000 or $2,500 by instalments. The first-instalment voucher of $3,000 or $1,500 will be disbursed to eligible people on 16 April.
Any undischarged bankrupt who is eligible to receive the consumption vouchers under the 2023 Consumption Voucher Scheme can visit the website of the Scheme for detailed information on the Scheme (https://www.consumptionvoucher.gov.hk/en/2023cvs.html). Revision of Panel A Rules
The Official Receiver’s Office has reviewed the Panel A Rules in consultation with the Hong Kong Institute of Certified Public Accountants. The revised Panel A Rules will be effective from 1 March 2023.
